eHerkenning niveau 3
eHerkenning level 3 (EH3) is needed in order to access several Het Normo portals and services. eHerkenning is a recognised eIDAS login tool that allows organisations to securely log into government bodies and chain-based partners.
This page explains why you need EH3, how you can request it for your organisation and how you can award your employees access to the appropriate Het Normo portals and registrations.
What is eHerkenning level 3?
eHerkenning is a means of digital encryption that allows organisations to securely log into government organisations and other service providers. Level 3 is a level of reliability that offers extra security about your identity and authority to act on behalf of an organisation.
eHerkenning level 3 is needed to access the services of Het Normo. Do you already have a lower level of eHerkenning? Then please contact your supplier so that this can be modified.

How can I request eHerkenning 3?
Step 1. Determine who requires access
Determine which employees require access. For instance, owner, manager or employee. The user will then need a personal EH3 tool which is linked to the organisation.
Step 2. Select a supplier
Request EH3 via a recognised supplier. An overview of providers can be found at eHerkenning.nl.
Step 3. Collect the required data
The following details are generally needed for the application:
- CoC number of the organisation
- Proof of identification for the designated user
- possibly an authorisation, if the application is made by someone other than the owner
Step 4. Request EH3
Follow the application process at the selected supplier. This process will normally involve:
- entering organisation and personal details
- uploading documents
- an identity check, e.g. via iDIN, video identification or physical mail
- receipt of the tool, often via an app or token
The average lead time is 1 to 5 working days, depending on the supplier.
Step 5. Log in at Het Normo
Once EH3 is active, it is possible to log into the concerned Het Normo portal or registration process.
How do I authorise an employee for eHerkenning 3?
Step 1. Check who manages authorisations
Only an authorisations manager is able to award access within EH3.
Do you not know who this is? Then please contact the supplier of your eHerkenning tool.
Step 2. Ensure a personal EH3 tool
Each user that wants to log in at Het Normo will need a personal EH3 tool. This tool must be linked to the employee as well as your CoC registration.
This step must be carried out before an authorisation can be issued.
Step 3. Log in at the eHerkenning supplier
Log in at your eHerkenning supplier as authorisation manager.
Step 4. Issue the authorisation
Under authorisation management, search for the concerned service name at Het Normo.
Link this service to the appropriate employee and enter a start date.
The eHerkenning supplier will process the change immediately or within a few minutes.
Step 5. Employee can log in
Once the authorisation is active, the employee can log into the concerned Het Normo portal or registration process.
