On 3 November 2026, Het Normo is organising the second information session on the billing process and customer service for the time-of-use tariff. In this session, the topic team will take you through the developments relating to the topic since the first session. The topic team is working towards a peer review of the full topic document in January 2027. Please be prepared for this and sign up for the second information session.
With the introduction of a time-dependent tariff for small consumers, the way in which system costs are charged will change. Part of the system costs will become time-dependent: in addition to the fixed daily capacity tariff, customers will soon also pay a variable tariff per kWh. The time of consumption determines the amount of that part of the costs. Consumption at busy times, when the grid is under heavy load, carries a higher weighting than consumption outside peak hours.
This system change requires new market processes: for the periodic determination and settlement of system costs between the distribution system operator and the supplier (topic TS098), and for customer service provided to the end consumer (topic TS099).
Information sessions
The topic team is working towards a peer review of the full topic document in January 2027. To involve market stakeholders in the progress at an early stage, the topic team is organising two information sessions this year:
- first session on Tuesday 8 September
- second session on Tuesday 3 November
During these meetings, the topic team will explain the problem statement, the key considerations and the chosen solution paths for the functional blocks that have been developed by that point.
