Topic TS048 ‘Inzicht in…’ (‘Insight into…’) went live with the March release 2026. However, this did not apply to the section on sharing address and contact details with congestion service providers (CSPs). Even after discussions with the ACM, it appears there is no possibility of sharing this information.
During the specification of TS048, lawyers representing the system operators concluded that there is no legal basis for sharing address and contact details with CSPs. The Request for Change RFC-040-CMT-TS048 ‘Uitsluiting Functioneel blok 1’ (‘Exclusion of Functional Block 1’) ensured that this component from TS048 and from the Business Requirements Specification (BRS) Congestion Management was not yet implemented in the March release 2026.
No other option for sharing data
The system operators subsequently entered into discussions with the ACM. The ACM concluded that the system code does not allow them to share the data. Nor does the ACM have the authority to change this. According to the TS048 working group, there is also no other option for system operators to share address and contact details with CSPs. For this reason, on Friday 27 March, the Integral Implementation Management Consultation (IISO) established the following RFC: RFC-067-CMT-TS048 ‘Verwijderen afspraak 1 Delen adres- en contactgegevens’ (‘Removing Agreement 1: Sharing of address and contact details’). With this RFC, Functional Block 1 of topic TS048 is definitively removed from the documentation.
