With the introduction of the Energy Act, the way in which organisations retrieve energy data from small connections – with the consent of data rights holders – is changing. The current process, based on OSP mandates, is therefore being phased out and replaced by Data sharing via Het Normo.
The transition from OSP mandates to Data sharing via Het Normo applies to any service provider that uses data from small connections with the consent of data rights holders. This includes, amongst others:
- other service providers (OSPs)
- energy suppliers
Key milestones
- From 1 January 2028, no new OSP mandates may be registered. Existing mandates will remain valid during the transition period until 1 January 2029.
- From 1 January 2029, energy data requests will be made exclusively via Data sharing.
Registration
Organisations wishing to use Data sharing with the consent of data rights holders must first register as a service provider with Het Normo. Further information on this can be found on the web page for service providers (in Dutch): pagina Voor dienstverleners.
New data products for Data sharing
New data products will be introduced in 2027 to facilitate the transition from OSP mandates to Data sharing. We will make these available in stages. These include:
- Interval readings for small connections
- Connection details
- Interval volumes for small connections
