Second Consultation on the ‘Participant Agreement’ and ‘Rules for System Process Parties’

Het Normo, as the data exchange entity in the energy sector, has today published the revised draft versions of the ‘Deelnemersovereenkomst Systeemprocessen’ (‘System Processes Participant Agreement’) and the accompanying ‘Regels Systeemprocespartij‘ (‘System Process Party Rules’), including an explanatory note following the first consultation round. You can submit your suggestions, advice or comments until 13 May 2026. We expect to publish the established Rules on our website at the end of May 2026.

Based on the first consultation round (from 8 January to 6 March 2026), the Rules for System Process Parties and the Participant Agreement have been amended in terms of both wording and content. This consultation is taking place in accordance with our obligations under the Energy Act and contributes to the transparent and careful establishment of market conditions for energy data exchange.

What do the Participant Agreement and Rules cover?

The Participant Agreement and Rules set out the rights, obligations and procedures applicable to the relationship between Het Normo and the parties participating in the system processes as described in Chapters 2 and 3 of the Energy Act. In doing so, Het Normo fulfils its statutory duty to grant access to these processes and to facilitate data exchange between system process parties.

The Participant Agreement and the accompanying Rules will eventually apply to all parties to the system process. For existing participants, a transition period—the details of which are yet to be determined—will apply once the Rules have been established. For new participants, the (provisional) documents will apply immediately. The Rules provide clarity and contribute to efficient and reliable data exchange in accordance with legal requirements.

All responses received will be carefully assessed. We will analyse the feedback submitted for relevance, feasibility and legal implications. Where necessary and appropriate, we will incorporate the feedback into the final documents. Your input helps us to develop balanced and workable conditions for the energy market.
