Registering for participation in data exchange

This page is about participation in system processes. Here you can find out who participation is intended for, how the registration process works and what preparations are required.

Since the Energy Act entered into force on 1 January 2026, the management of participation in data exchange within the energy sector has been transferred to Het Normo. Would you like to participate in the data exchange or modify an existing participation? You can arrange this via Het Normo.

Het Normo manages participation in the data exchange between market parties in the energy sector. The link below will take you to the Het Normo portal, where you can submit an application to participate in the data exchange or modify your existing participation.

For whom?

This page is intended for organisations that want to perform a new market role in the energy market and thus need to access data exchange for system processes. To receive final approval for participation, you may also need to request a market role confirmation, licence or designation from the responsible organisation.

How does it work?

During the registration process, we will agree which data exchange is in keeping with your role and activities in the energy market. Access is evaluated and registered by Het Normo. EDSN ensures the technical connection, the testing environment and the qualification process.

Data exchange participation process

The registration process consists of five steps. The average lead time for the entire process is between 4 and 6 months. The exact lead time depends on your preparations, the required market role confirmation and the technical connection.

Step 1. Information and registration

The first step is to register with Het Normo. You can do this by starting the participation process and completing the application form. To do so, you will need eHerkenning level 3. This document explains what information you will be asked to provide after logging in with eHerkenning.

Step 2. Connection to the central systems

This step involves realising the connection between your organisation’s local system and EDSN’s central systems. Once all your details have been received, we will realise the connection within three weeks. You will then immediately receive your login details for the testing environment(s).

Step 3. Testing and qualification

This step involves preparing the qualification process that you will perform in the testing environment. This qualification process allows new parties to demonstrate that their local system is suitable for correctly and comprehensively exchanging information with the central systems of EDSN. We will also examine if you possess enough knowledge about the processes in the energy market.

Step 4. Formal completion of registration

When registering to participate in data exchange at Het Normo (step 1), did you opt for a provisional registration because you did not yet possess a market role confirmation? Then we will finalise your application once you possess the required market role confirmation, licence or designation.

Please note:

  • Please make sure that you possess eHerkenning level 3.
  • Log in with eHerkenning from the appropriate organisation. The application must be made on behalf of the organisation that performs or will perform the market role.

Step 5. Entering the energy market

You have successfully completed the qualification process and possess the required market role confirmation. In this step, we will record your registration for participation in the data exchange in the central systems. We will also inform transmission and distribution system operators about your registration. You will join the energy market after ten working days. From that moment onwards, you will be able to perform your activities under your new market role.
