Consultation ‘Rules Cooperation Registry Administrator’ and ‘Rules Cooperation Data Requesting Party’

Het Normo, as a data exchange entity (GUE) in the energy sector, has published on its website the draft versions of the ‘Rules for the Cooperation of the Data Requesting Party’ and the ‘Rules for the Cooperation of the Registry Administrator’. Until 24 November 2025, you can respond via a link on the website with your suggestions, advice or comments. The consultation takes place in the context of our obligations under the Energy Act and contributes to the transparent and careful establishment of market conditions for the energy data exchange.

What are the Rules about?

The purpose of the “Rules for cooperation between data requesting parties” is to establish the rights, obligations and procedures that apply to the relationship between Het Normo and the data requesting party within the framework of data exchange in the energy market. Data Requesting Parties are parties that, pursuant to Article 4.2(2)(c) to (e), wish to obtain data stored in a register as defined in the Energy Act.

The purpose of the “Rules for Cooperation between the Register Administrator” is to establish the rights, obligations and procedures that apply to the relationship between Het Normo and the register administrator, as defined in the Energy Act, within the framework of data exchange in the energy market.

The Rules provide clarity for all parties involved and contribute to the efficient and reliable exchange of data in accordance with legal requirements.

All responses received will be carefully assessed. We will analyze the feedback submitted for relevance, feasibility and legal implications. Where necessary and appropriate, we will amend the Rules based on the feedback received. Your input helps us to develop balanced and workable conditions for the energy market.
