New versions of documents relating to the Energy Act topic
The scope and schedule for the May release 2027 were adopted at the most recent GMM MFF on Wednesday 1 July. Seven topics will go live (technically) on 30 April 2027. Four of these topics relate to metering processes for large electricity connections. These will primarily affect metering responsible parties, system operators and suppliers. The remaining three topics cover various other subjects.
This topic describes, for each technical situation, the calculation rules for aggregating metering data from the meter to metering data for the connection’s allocation point or transfer point. Metering responsible parties apply these calculation rules not only to all new large electricity connections, but also to existing connections, of which the technical situation is set out in a so-called principle diagram (see topic TS013B).
This topic describes the agreements for recording the technical situation at a connection in what are known as schematic diagrams. Connected parties are responsible for supplying such a schematic diagram to system operators and metering responsible parties. This applies to new connections that deviate from the standard situation, as well as to existing connections at a number of specific points in time described in the topic document. At the request of a connected party, the system operator may assist in drawing up the schematic diagram. The metering authority will be involved where necessary.
This topic sets out arrangements for sharing volumes per imbalance settlement period (ISP) per transfer point. This is relevant for large electricity connections where the allocation point(s) and transfer point(s) do not coincide. The topic describes how metering responsible parties exchange these volumes with system operators on a daily and monthly basis.
This topic sets out arrangements for sharing volumes per ISP with suppliers. This information is becoming increasingly important for accurate billing and market settlement. From the May release 2027 onwards, metering responsible parties will share this information with suppliers on a monthly basis.
Part A of this topic has been live since October 2025. Under Part B, the Berichtenbox (Message Box) will be used as a new channel for notifying suppliers that new grid tariffs are available, and for suppliers to submit a ‘disagree’ response.
This topic concerns the registration of the new market role of sub-metering responsible party. Further arrangements regarding access to data exchange have not yet been finalised for this role. This topic is therefore limited to explaining how to register as a sub-metering responsible party via Het Normo. Further (technical) onboarding is not within the scope.
Two messages used to consult the Accessible Measurement Register (TMR) are being modernised. Suppliers must transition to these new messages during a dual-phase period. The end of this dual-phase period has provisionally been set for 1 January 2028.
Shortly after the release was adopted, it was announced that the Energy Act Metering Regulation (also known as ‘MR Meten’) is being postponed. The consequences of this are currently being investigated. There may be an impact on the implementation of topics TS013A and TS066. If the scope of the May release 2027 changes as a result, a decision will be taken via the change process.
